Provision of Medevac Services

Background: In October 2009, the Company was granted provisional approval by the Ministry of Economic Development, Government of Maldives, to operate medical evacuation facilities in the Maldives. The Company has already concluded strategic agreements with Layang Layang Aerospace Sdn. Bhd., East Malaysia’s largest private sector aviation operator, together with Titan Helicopter Group (www.titanhelicopters.com), South Africa’s foremost helicopter company, for provision of these proposed Medevac Services, and it is comforting to note that the Company’s international partners currently service the following major contracts:

  1.  Department of Environment & Tourism (DEAT), South Africa: Antarctica (2007-2011)
  2.  Capetown: Ship Service Operations 2007-2011
  3.  Provision of offshore helicopter services to MOSGAS, Western Cape, RSA (2008-2012)
  4.  Provision of helicopter & aircraft services to De Beers Corporation, RSA (2008 to date)
  5.  EMS/FDS Services for Sarawak Health Department, Malaysia (2008-2013)
  6.  Charter of Aircraft for Aerial Photography to Mapping Departments of East Malaysia (1997 to 2010)

 

The Project’s Aim: To save lives, alleviate suffering, & enhance the capability of the Ministry of Health in its provision of emergency medicine to all the citizens of Maldives and Visitors to the country. The Project aims to achieve efficient medical evacuation for the patient from any location outside Male’ to medical facilities in Male’ within maximum 2 hours 30 minutes from tasking by the relevant Government department, thus increasing the patient’s chances of survival if their condition is critical, and to minimise their suffering regardless of their condition. Existing Medevac Status in Maldives: The Project would fill a large gap in the provision of emergency medical services within Maldives which currently has no dedicated servive in place. Presently patients requiring Medevac from outside Male’ to Male’ are reliant upon traditional boat transportation or scheduled flights where dedicated medical equipment is absent and the duration of their journey to Male’ is thus both unpredictable and lengthy. This creates unnecessary suffering and trauma. The development of a truly comprehensive dedicated Medevac service will also enhance the reputation of Maldives as a first class tourist destination since tourists would also be covered by the services.Employment & Training Policy under the Project: The Company’s proposed Medevac Project is open for employment of both women or men in all/any positions including pilots, licenced aircraft engineers, aircraft technicians, ground handlers, paramedic advisors, and management, and provides excellent opportunities for women to become involved in every aspect of provision of the Medevac services. The Project will incorporate relevant programmes for the training and skills development of all locals employed both in the aviation related Medevac activities and in all activities related to the development of the ‘offsets’ connected with the Project.

Project Management & Organisation: The Company shall be responsible for overall project implementation, while its international partners shall bear responsibility for provision of the relevant aircraft and related aviation matters, including liaising with Civil Aviation Department of Maldives to secure the necessary Air Operator’s Certificate to undertake the Project. Altair shall also coordinate with its selected multinational partners to develop the essential offset projects associated with the provision of the Medevac services.

Sustainability: The Project’s financial and operational sustainability will be assured by the quality and substance of the Company’s direct foreign investment Parties, the quality of the Project Management Team, and the revenue generation of the ‘offset’ developments.

The Company looks forward to embarking upon its Medevac Project during 2011/12.
